Meeting Minutes

April 10, 2017

The Harrison Township Zoning Commission held their regular, quarterly meeting on Monday, April 10, 2017 at 6:00pm at the Harrison Township Building, 2746 Weigand Road, Lockbourne, Ohio  43137. 

The meeting was called to order by Chairman Kelly Spriggs at 6:00pm.  Present were:  Kelly Spriggs, Ronde Cook-Brushart, Matt Rayburn, Lisa Darnell, Trevor Younkin, Debi Hulse and Dale Hoover.

Debi Hulse, Secretary, read the 1-9-2017 meeting minutes.  Ronde Cook-Brushart moved to accept the minutes and Matt Rayburn 2nd the motion.  Minutes were approved as read.  Debi read the minutes of the 1-16-2017 meeting.  Matt moved to accept the minutes and Lisa Darnell 2nd.  The minutes were accepted as read.

Dale Hoover was welcomed as the new Zoning Inspector.

OLD BUSINESS:

A response from the Harrison Township Trustees on our recommendation that the Zoning Commission use Business Days instead of Days when timing hearings for zoning matters was presented.  The trustees responded that the commission needed to follow the ORC when dealing with these matters.

Kelly asked Dale Hoover if he had heard if the Land Usage Plan was going to be updated.  The question is:  Will the trustees be adding to the update?  Will they look at our request from the Jan. 9, 2017 meeting?

Dale Hoover stated that Northpoint’s plan has 1 entrance into and out of the facility.  Dale has talked with Nate Green about adding a 2nd entrance. 

The Vance property was discussed.  The building is up and the retention pond is full.  The drainage and septic system was discussed as nobody has heard of the status.

Ronde brought up the Strategic Land Use Plan.  Is it a guide or a legally binding document?  ES3 says it is not a legally binding document.  The Commission would like to request a statement from the Prosecutor’s Office on how to use this plan.  The Commission would like to request that Jayme Fountain from the Prosecutor’s Office come to our July meeting and discuss this plan with the Commission.

An answer from the Trustees on Alternates on the Commission possibly coming from the Zoning Appeals Board.  Answer:  A member from 1 board cannot be an alternate on the other board.  If anyone knows anyone who is interested in serving as an alternate, please have them contact the Trustees.

NEW BUSINESS:

Dale had the following Zoning Requests:  Ronald Goodling, 10975 Lockbourne Eastern Road, wants to add a porch addition.  Roberto Gonzalez, 13473 Hoover Road, is adding an Accessory building.  Brian Baker, 11708 Ashville Pike, is adding a swimming pool.  Reston Vance, 6868 Canal Road, was issued a permit.  Bryan Tann, 3906 Duvall Road, is adding a room addition.

Dale sent Robert Duffy and AEP a letter to move an accessory building off of the property.  Dino Martin was sent a letter because someone is again living in his Carriage House.  Dave’s Cycle was sent a letter because he has no permit for a sign. 

The house on the corner of Duvall Road and 762 has a train car on the property.  Dale will check to see if he has a permit.  Dale reported that the Intermodal is increasing.  There has been activity in Duvall.  There have been many gravel trucks.  There is nothing we can do about the situation because it is Federal Ground.  No date on when they will be done.  Pandora Grain is out of Duvall. 

The next meeting will be Monday, July 10, 2017 at 6:00PM.  Matt moved to adjourn the meeting and Lisa 2nd it.  Motion carried, meeting adjourned.
