Meeting Minutes
April 10, 2017
The Harrison Township Zoning Appeals Board held their regular, quarterly meeting at 7:00pm at the Harrison Township Building, 2746 Weigand Road, Lockbourne, Ohio 43137.
The meeting was called to order by Chairman Leah Black at 7:00pm. Present were: Leah Black, Peg Egbert, Frank Miles, Kenny Cookson, Debi Hulse, and Dale Hoover. Absent was: Buck Spangler. Also present were: Keith Speakman, 3679 Miller Road, Tim Elswick, 3639 Miller Road, Connie Brunn, 3679 Miller Road, and Trevor Younkin.
Debi Hulse, Secretary, read the minutes from the 1-9-017 meeting. Peg moved the minutes be approved, 2nd by Frank Miles. Minutes were approved as read. Debi read the 1-30-17 minutes. Peg moved the minutes be approved, Kenny 2nd. Minutes were approved as read. Debi read the minutes from the 2-6-17 hearing. Peg Egbert moved the minutes be approved, 2nd by Kenny Cookson. Minutes were approved as read. Debi read the minutes of the 3-6-17 hearing. Frank Miles moved to approved minutes, 2nd by Peg Egbert. Minutes were approved as read. Debi read the 3-20-17 hearing minutes. Kenny moved to accept the minutes, 2nd by Peg. Minutes were approved as read.
NEW BUSINESS:
Tim Elswick spoke. The owner of the property behind his house visited him and showed the plans for the new horse training facility which is going in behind his house. He and other neighbors have questions. Some of the questions are: Will there be lighting of the property? The draining is poor and the water drains to his and his neighbor’s property. What will the drainage be after the facility is built? The entrance is planned for Miller Road. When Ashville Pike was widened and had improvements, the extra traffic on Miller Road destroyed Miller Road. What will happen when trucks and horse trailers start traveling to and entering and leaving this facility? Is there anything the homeowners can do? Keith Speakman and Connie Brunn were also there and stated they had the same concerns. Dale Hoover stated that the Prosecutor’s Office said they didn’t need a Conditional Use because it is agriculture. The property is South of Miller Road and faces Lockbourne Eastern Road. It will be a Horse Training Facility to train Harness Racers. The plan calls for 4 barns and a race track on the 104 acres. There will be 2 big ponds for water drainage. The race track will be towards Ashville Pike. The barns will be toward Lockbourne Eastern Road. The project will be approximately a $2 million venture. He will be training and boarding horses. The neighbors questioned if this was agriculture or a business.
Dale stated that Jones Fuel contacted him about a possible gravel pit on the Southwest corner of SR 762 and US 23. There are approximately 300 acres there.
OLD BUSINESS:
A letter to remove the trailer at the train repair business was sent to Robert Duffy. Mr. Duffy responded that he doesn’t want to remove it because of safety concerns.
Dino Martin has someone living in the Carriage House again. A letter was sent.
Dave’s Cycle has a sign that doesn’t meet code. A letter was sent to remove it.
The gravel dust in Duvall is bad. The trucks are constant. They are bringing gravel onto the railroad property in Duvall for expansion of the Intermodal.
Peg Egbert moved to adjourn the meeting, Kenny 2nd it. Meeting adjourned.
