Meeting Minutes

April 11, 2016

The Harrison Township Zoning Commission held their regularly scheduled quarterly meeting on Monday, April 11, 2016 at the Harrison Township Building.  Chairman Kelly Spriggs called the meeting to order at 8:00pm.

Present were:  Kelly Spriggs, Ronde Cook-Brushart, Matt Raybern, Lisa Darnell, Trevor Younkin, Debi Hulse and Doug Czako.  Also present were:  Preston and Jennifer Vance and Craig Stevenson.

Debi read the minutes from the Jan. 11, 2016 meeting.  Matt moved to accept the minutes, Ronde 2nd.  Minutes were approved as read.  Debi read the minutes from the April 4, 2016 meeting.  Trevor moved to accept the minutes as corrected by changing General Business to Rickenbacker Business District (1st paragraph) and adding that a letter from Terry Frazier, Pickaway County Planning was distributed to each member and read by members before the meeting..  Matt 2nd.  The minutes were approved as corrected .

Old Business:  No updates on Renick property. No updates on the Bailey property. 

                       There was a discussion on signage in the township. 

New Business:  There is no noise ordinance in Harrison Township for noise or noise control.  Rickenbacker did a study.  There was a question on whether we can obtain a copy of their study.  Everyone will gather information on Noise ordinances and whether we need a noise ordinance.  This will be discussed at our meeting in July.

Preston and Jennifer Vance from Vance Transportation were present.  Craig Stevenson from Harral and Stevenson was also present.  Preston Vance and Craig Stevenson gave an informal presentation on a proposed business within the township.  The Vances own 28 acres on Ashville Pike south of the trailer park.  This is part of the CEDA Plan for Flex Business.  They are planning on making a proposal for a planned business in the near future. 

They have a business and are considering moving the business to Harrison Township.  They do repair and maintenance on large trailers.  They are presently on Canal Road in Lockbourne.  They want to move to Ashville Pike.  They asked the commission what they needed.  Kelly informed them that they would need to file an application with Doug Czako.  Doug would then bring the application to the board and a date would be set for a meeting. 

Doug said the application looked good so far.  They need information about the proposed retention ponds.  Kelly informed Craig Stevenson, who is handling the application, to get all the studies so the Commission can look at them,.  The Plan should be complete before the meeting.  Doug discussed what they needed with them.

Matt moved to adjourn the meeting.  Ronde 2nd.  The meeting was adjourned at 9:20pm. 

The next regularly scheduled quarterly meeting will be Monday, July 11, 2016 at 8:00pm.
