Harrison Township Zoning Appeals Board

Meeting Minutes

April 27, 2015

The meeting was called to order by Chairman Leah Black at 7:00pm. Present were: Leah Black, Kenny Cookson, Peggy Egbert, Frank Miles, Larry Smith, Debi Hulse and Joe DeFelice. Also present were William Walton, Lars Olson and Tina Olson.

Debi Hulse read the Legal Notice which appeared in the Circleville Herald. Debi read the Variance Application from Mr. & Mrs Lars Olson. The Olson’s are asking for a variance to build a garage which would be 81’ from the center of the road. The Zoning Code requires buildings to be 130’ from the center of the road.

Joe DeFelice read the Zoning Code.

Lars Olson spoke. He told the Board what he wants to do and why. His existing garage needs to be torn down and he wants to build a new, larger garage in front of his house.

William Walton spoke. He asked if the building would be for business or residential.

Joe did have people call requesting information about the variance. The neighbors have questioned if there is a business at this address. Neighbors have reportedly seen semis stop and unload cartons. Joe asked about the skids on the West side of the house. Lars Olson said they are left over from his business and they will be used as firewood.

Lars Olson stated he stores blinds in his van. He said that trucks do deliver materials to the address. He also stated that he does not use his address for business.

William Walton presented an internet ad with the Weigand Road address clearly printed on the ad. Mr & Mrs. Olson stated they will look into this. They claim they don’t use this address in ads. Mr. Olson said he wants to live here in a residential area not a big business.

Joe DeFelice recommended that Mr Olson apply for a Conditional use for his business.

Kenny Cookson moved that the board vote on the matter. Seconded by Larry Smith. The Board voted unanimously to deny the Variance. All stated that it was too much of a variance and too close to the road.

Mr. Olson stated he would stay within the code. Peg Egbert made a motion, 2nd by Larry Smith to allow the Olson’s to build a garage which would stay within the code. The building must be 130’ from the center of the road.

Next meeting will be Monday, May 4, 2015 to discuss the Wright Variance.

Peg moved to adjourn the meeting Seconded by Larry Smith. Meeting adjourned at 7:20pm.
