Meeting Minutes

April 8, 2013

The Harrison Twp. Zoning Commission April meeting was called to order by Chair Kelly Spriggs at 8:00 p.m.  Present were Ronde Cook-Brushart, Dorothy Green, Kelly Spriggs, Jim Wells, Trevor Younkin, Joe DeFelice and Carol Balthaser.

Minutes from the January meeting and hearing were read.  Dorothy moved that the minutes be approved.  Trevor seconded the motion.  Motion passed.

Kelly decided that the minutes from the March 4, 2013 hearing on Brian Bell’s application would not be read for approval as Brian Bell elected to pull the application before it was heard by the Trustees.

OLD BUSINESS

Joe told the Zoning Commission that the Trustees approved the Greenlawn and Younkin zoning applications.  The Trustees also adopted the Land Use Plan as a guideline for the township.

Kelly asked Trevor if the Younkin building was being used yet by the auctioneer.  Trevor replied that the auctioneer had remodeled the inside of the building and is getting everything ready to begin his auction business at the location.

Kelly asked Joe what the Trustees’ response was to moving the Zoning Commission meeting to a different date/time.  Joe replied that the Trustees wished to have the Zoning Commission meet on the same night as the Zoning Appeals Board.  The suggestion was made of changing the time of the Zoning Commission meeting to an earlier hour, but there was a conflict with some of the members on that option.

Trevor asked for clarification on the abandoned buildings discussion.  Joe stated that Pickaway County will not allow abandoned buildings to be knocked down into the basement due to the possibility of asbestos which would require remediation.  Also utilities must be shut off and wells and septic systems must be capped.  Joe went on to say that Bill Toole, Pickaway County Chief Building Official, has money currently set aside to clean up abandoned buildings via grant application.

NEW BUSINESS

An inquiry was made about the building permit for the owner of the property located on the corner of Bulen Pierce and Weigand Road.  Joe replied that the current permit is between four (4) and five (5) months old, but no construction has been started.  The owner must have one hundred thirty (130) feet from the center of the road to the front of the building when construction is started.

Carol told the members of the Zoning Commission that she had submitted her resignation to the Trustees and would be turning over all township property to the Trustees at their April 16 meeting.

Kelly asked Joe if there had been a replacement selected.  Joe replied that two (2) individuals were being interviewed for the position.

Ronde moved to adjourn the meeting.  Dorothy seconded the motion.  Motion passed.

The next meeting will be July 8, 2013 at 8:00 p.m.
