HARRISON TOWNSHIP TRUSTEE MEETING
August 16, 2016
REGULAR MEETING CALL TO ORDER:
Chairman Doug Clark called the Regular Trustee Meeting of August 16, 2016 to order at 7:20pm at the Harrison Township Building, 2746 Weigand Road, Lockbourne, Ohio. Attending were Trustee Doug Clark, Trustee Joe DeFelice, Trustee Bill Welsh, Fiscal Officer MaryAnn Elliott, Fire Chief Eric Edgington, Road/Cemetery Superintendent Kevin Hulse and Zoning Inspector Doug Czako. Joey Clark was also present.
HEARING OF VISITORS: None
ZONING INSPECTOR:
- Doug has issued two zoning violations: Harold Maddock, 10260 East SR 762 for Off-Street Parking and Sandra Blackburn, 11146 Bulen Pierce Road for Off-Street Parking.
- Doug is waiting to hear back from Jayme at the Prosecutor’s Office regarding the Bailey property on Lockbourne Eastern Road.
ROAD/CEMETERY SUPERINTENDENT:
- Kevin needs August 18th off, not August 19th as previously approved. The Trustees agreed to this time off.
- There is a problem with the breaker in one of the buildings at the cemetery. The Trustees asked Kevin to have it checked out.
- Kevin presented a list of needed repairs to the snow plows and the 2003 Chevy:
The Trustees decided not to do any non-essential repairs to the 2003 Chevy at this time.
International Snow Plow:
a. The oil pan is leaking. Kevin found a used pan at Reliable Truck Supply for $200.00 and a gasket for $50.00. Mr. DeFelice moved and Mr. Welsh seconded and the Trustees voted with three yes votes to approve this purchase.
b. Blade for $220.00. Mr. DeFelice moved and Mr. Welsh seconded and the Trustees voted with three yes votes to approve this purchase.
GMC Snow Plow:
a. Three shoes plus bolts and nuts for $80.00 each. Mr. DeFelice moved and Mr. Welsh seconded and the Trustees voted with three yes votes to approve this purchase.
b. Spinner Motor for Plow $250.00. Mr. DeFelice moved and Mr. Welsh seconded and the Trustees voted with three yes votes to approve this purchase.
c. Plugs, wires, cap and button for approximately $120.00. Mr. DeFelice moved and Mr. Welsh seconded and the Trustees voted with three yes votes to approve this purchase for up to $140.00.
FIRE CHIEF’S REPORT:
- September 2nd is the first fish fry.
- Walnut Township is putting a Tax Levy (Replacement) on the November ballot.
RESOLUTION 16-58
A RESOLUTION TO TRANSFER $2200.00 FROM OTHER EXPENSES 2111-220-599-0000 TO WORKERS’ COMP 2111-220-230-0000 TO PAY THE ADDITIONAL WORKERS’ COMP BILL. Mr. Welsh moved and Mr. DeFelice seconded and the Trustees voted with three yes votes to approve R16-58.
OTHER BUSINESS:
- Mr. DeFelice attended the Budget Hearings for Harrison Township on August 12th and brought the resolution paperwork back.
RESOLUTION 16-59
A RESOLUTION TO ACCEPT THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR FOR THE FISCAL YEAR COMMENCING JANUARY 1, 2017. Mr. DeFelice moved and Mr. Welsh seconded and the Trustees voted. Roll call: Mr. Clark, yes; Mr. DeFelice, yes; Mr. Welsh, yes. The motion passed and R16-59 was approved.
- Letters have been received from both the County Health Department and the County Building Department regarding the Renick property at 12575 SR 23. The Building Department found the structure to be a public nuisance and sent a letter to the Renicks stating they had thirty days to correct the violations and repair it or it shall be razed.
ACTION ON MINUTES:
June 7, 2016 Regular Meeting: Mr. DeFelice moved and Mr. Clark seconded a motion to approve the minutes of the regular meeting of June 7, 2016 and the Trustees voted with two yes votes. Motion carried. Mr. Welsh abstained from voting as he was not present for this meeting.
August 2, 2016 Regular Meeting: Mr. DeFelice moved and Mr. Welsh seconded a motion to approve the minutes of the regular meeting of August 2, 2016 and the Trustees voted with two yes votes. Motion carried. Mr. Clark abstained from voting as he was not present for this meeting.
FISCAL OFFICER’S REPORT:
RESOLUTION 16-60
A RESOLUTION TO PARTICIPATE IN THE ACA SMALL EMPLOYER REPORTING PROGRAM OFFERED BY OHIO INSURANCE SERVICES AGENCY FOR A FEE OF $50.00 PLUS $15.00 PER EMPLOYEE TO PROVIDE IRS FORMS 1094 AND 1095 TO EACH INSURED EMPLOYEE AND PREPARE THE TOWNSHIP REPORT TO THE IRS. Mr. Welsh moved and Mr. DeFelice seconded and the Trustees voted with three yes votes to approve R16-60.
RESOLUTION 16-61
A RESOLUTION TO APPROVE AND PAY THE ATTACHED LIST OF BILLS AS THE LAWFUL OBLIGATIONS OF HARRISON TOWNSHIP. Mr. Welsh moved and Mr. DeFelice seconded and the Trustees voted with three yes votes to approve R16-61.
ADJOURNMENT:
With no further comments and all scheduled matters attended to, Mr. DeFelice moved and Mr. Welsh seconded the motion to adjourn the August 16, 2016 Board of Trustee Meeting. All were in favor and the meeting was adjourned at 8:35pm.
