HARRISON TOWNSHIP TRUSTEE MEETING

January 8, 2020 

REGULAR MEETING CALL TO ORDER:

Chairman Mike Freeman called the Regular Trustee Meeting of January 8, 2020 to order with the Pledge of Allegiance at 8:00am at the Harrison Township Building, 2746 Weigand Road, Lockbourne, Ohio.  Attending were Trustee Joe DeFelice, Trustee Mike Freeman, Trustee Bill Welsh, Fiscal Officer MaryAnn Elliott, Assistant Fiscal Officer Lindsay Mayse, Fire Chief Chad Noggle, Zoning Inspector Dale Hoover, Cemetery Sexton/Superintendent Darryl Ward and Road Superintendent Jared Conner.

RESOLUTION 20-01  ORGANIZATIONAL MATTERS FOR 2020:

Approve the reimbursement of up to $30.00 per month for

No person aged 65 years or older will be eligible for the

Township Medical Insurance, but may enroll self, spouse

and qualifying children in the vision and dental plans

No reimbursement payment will be made to those not enrolled

in the Township Medical plan.                Mr. DeFelice    Mr. Welsh        3 yes votes

Elected/Appointed officials and Full-Time employees younger

than 65 years of age may enroll in the Medical, Dental and Vision

Insurance Plans and may enroll spouses and qualifying children. 

The official/employee will pay 10% of the cost of this insurance

plus all costs over the maximum annual amount of $30,000.00 per

The official’s/employee’s portion of the insurance may

Life insurance in the amount of $50,000.00 will be provided to

Adopt annual internet sale resolution to sell unneeded,

All items will be listed on the Township Website stating

sale and the final date bids will be accepted.  All items

will be available for at least ten business days.  All bids

will be accepted by the Township Fiscal Officer, PO Box 22,

Ashville, Oh 43103 by the final date and will be opened

at the next regularly scheduled Trustee meeting.  All

items listed will be sold “as is”

Cemetery Lot and opening/closing fees will be waived for any Harrison Township resident who is serving as active duty military, firefighter, or law enforcement when killed in the line of duty.  This waiver will also apply to a non-resident firefighter when killed in the line of duty while working for Harrison Township Fire Department.

 

 

 

Mr. DeFelice moved and Mr. Welsh seconded to approve 2020 Cemetery Fees and Prices. The Trustees voted with three affirmative votes to approve the motion.

APPOINTMENT OF CHAIRMAN & VICE-CHAIRMAN FOR 2020:

RESOLUTION 20-02

A RESOLUTION TO APPOINT TRUSTEE BILL WELSH AS THE CHAIRMAN OF THE TRUSTEE BOARD FOR 2020. Mr. DeFelice moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R20-02.

RESOLUTION 20-03

A RESOLUTION TO APPOINT TRUSTEE JOE DEFELICE AS THE VICE-CHAIRMAN OF THE TRUSTEE BOARD FOR 2020. Mr. Welsh moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R20-03.

HEARING OF VISITORS:

None

ZONING INSPECTOR:

      1. Dale mentioned the Seely Trust (325 acres by Bulen Pierce and Shepherd Road) applied for a change of zoning because it is currently a proposed JEDD area. Bruce Massa would like to have field for agriculture purposes.

ROAD SUPERINTENDENT:

      1. The list for the County Wide Resurfacing Program is due by 2-14-2020.
      2. The bids for the snowplow were opened and the highest bid from Kincaid Excavating was accepted.

RESOLUTION 20-04

A RESOLUTION TO ACCEPT THE BID FROM KINCAID EXCAVATION FOR TEN THOUSAND, THREE HUNDRED AND ONE DOLLARS AND NO CENTS ($10,301.00) FOR THE PURCHASE OF THE 1993 GMC TRUCK. Mr. DeFelice moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R20-04.

      1. Jared stated that the berm on Weigand and Ashville Pike needed to be fixed.  Digger McCray will do it for a total of $2200.   Roese Bros. Paving said the charge for labor would be $2000. plus the charge for material.

RESOLUTION 20-05

A RESOLUTION TO APPROVE THE PURCHASE OF MATERIALS FROM DIGGER MCCRAY FOR TWO-THOUSAND, TWO-HUNDRED DOLLARS ($2,200.) FROM THE GAS TAX FUND. Mr. DeFelice moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R20-05.

      1. The Fiscal Officer stated that Kevin Hulse dropped of documents pertaining to weed spraying.  They were given to Jared to file.

CEMETERY SEXTON/SUPERVISOR:

      1. Columbarium pricing was discussed.

RESOLUTION 20-06

A RESOLUTION TO APPROVE THE PRICE FOR PURCHASING A COLUMBARIUM NICHE.   TOWNSHIP RESIDENTS WILL PAY $1000. FOR ONE PERSON AND $1200. FOR TWO PER NICHE.  OUT-OF-TOWNSHIP RESIDENTS WILL PAY 1300. FOR ONE PERSON AND $1500. FOR TWO PEOPLE PER NICHE.  Dr.Freeman moved, Mr. DeFelice seconded and the Trustees voted with three affirmative votes to approve R20-06.

RESOLUTION 20-07

A RESOLUTION STATING THAT IF A NICHE IS PURCHASED FOR ONE PERSON AND AT A LATER DATE THE FAMILY WANTS TO ADD ANOTHER PERSON TO THAT NICHE, THERE WILL BE AN ADDITIONAL CHARGE OF $500. PLUS ANY COSTS FOR CHANGING THE FACEPLATE. Mr. DeFelice moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R20-07.

RESOLUTION 20-08

A RESOLUTION TO APPROVE THE COLUMBARIUM RULES (SEE ATTACHED).  Dr.Freeman  moved, Mr. DeFelice seconded and the Trustees voted with three affirmative votes to approve R20-08.

FIRE:

      1. Chief Noggle stated he needs to replace a Captain and a full-time firefighter by March 16, 2020.
      2. Chief Noggle stated that he will be hiring a minimum of 3 part-time firefighters
      3. Chief Noggle stated that M802 is scheduled to be on the new chassis by end of January 2020.

RESOLUTION 20-09

A RESOLUTION TO APPROVE THE CHANGE OF RULES AND REGULATIONS 2.2-6 TO STATE THAT PART-TIME F IREFIGHTERS’ UNIFORMS WILL BE REPLACED AS NEEDED AND DETERMINED BY THE FIRE CHIEF.  THE PART-TIME FIREFIGHTERS WILL NO LONGER RECEIVE A UNIFORM ALLOWANCE CHECK.   Mr. Welsh moved, Mr. DeFelice seconded and the Trustees voted with three affirmative votes to approve R20-09.

RESOLUTION 20-10

A RESOLUTION TO ALLOW CHIEF NOGGLE TO MAKE THE DECISION WHEN ACCEPTING A TWO-WEEK NOTICE OF TERMINATION FROM AN EMPLOYEE, TO TERMINATE IMMEDIATELY IF THAT IS BETTER FOR THE DEPARTMENT..  Mr. Welsh moved, Mr. DeFelice seconded and the Trustees voted with three affirmative votes to approve R20-10

OTHER BUSINESS:

      1. Fiscal Officer MaryAnn Elliott mentioned the Pickaway County Leadership Breakfast on 1-21-2020

RESOLUTION 20-11

A RESOLUTION TO REMOVE THE LAST PARAGRAPH OF 4.1 IN THE EMPLOYEE HANDBOOK THAT STATES HOLIDAYS WILL NOT BE PAID FOR THE FIRST SIX MONTHS OF EMPLOYMENT.  Mr. DeFelice moved, Mr. Welsh seconded and the Trustees voted with three affirmative votes to approve R20-11

ACTION ON MINUTES:

December 18, 2019 Regular Meeting: Mr. DeFelice moved and Dr. Freeman seconded a motion to approve the minutes of the regular meeting of December 18, 2019 and the Trustees voted with three affirmative votes to approve the motion.

December 31, 2019 Special Meeting: Mr. DeFelice moved and Mr. Welsh seconded a motion to approve the minutes of the regular meeting of December 31, 2019 and the Trustees voted with two affirmative votes to approve the motion.  Dr. Freeman did not vote as he was absent from the December 31st meeting.

RESOLUTION 20-12

A RESOLUTION TO APPROVE AND SIGN THE 2020 PURCHASE ORDERS.  Dr. Freeman moved, Mr. DeFelice seconded and the Trustees voted with three affirmative votes to approve R20-12.

RESOLUTION 20-13

A RESOLUTION TO APPROVE THE REALLOCATION OF $300 FROM THE GENERAL FUND, OTHER EXPENSES ACCOUNT TO THE GENERAL FUND, TRAVEL/MEETING ACCOUNT.  Mr. DeFelice moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R20-13.

RESOLUTION 20-14

A RESOLUTION TO APPROVE AND PAY THE ATTACHED LIST OF BILLS AS THE LAWFUL OBLIGATIONS OF HARRISON TOWNSHIP.  Dr. Freeman moved and Mr. DeFelice seconded and the Trustees voted with three affirmative votes to approve R20-14. 

ADJOURNMENT:

With no further comments and all scheduled matters attended to, Mr. DeFelice moved and Dr. Freeman seconded the motion to adjourn the January 8, 2019 Board of Trustees Meeting.  All were in favor and the meeting adjourned at 9:21am.
