January 6, 2015
ORGANIZATIONAL MEETING CALL TO ORDER:
Chairman Paul Welsh called the Trustee Organizational Meeting of January 6, 2015 to order at 7:00pm. Attending were Trustee Doug Clark, Trustee Keith Peters, Fiscal Officer MaryAnn Elliott, Fire Chief Eric Edgington, Zoning Inspector Joe DeFelice and Road/Cemetery Superintendent Kevin Hulse.

REGULAR MEETING CALL TO ORDER:
Chairman Keith Peters called the Trustee Regular Meeting of January 6, 2015 to order at 7:07pm. Attendance was same as the Organizational Meeting of January 6, 2015.
HEARING OF VISITORS: None
ZONING INSPECTOR:
- Duke Energy contacted Joe regarding their property at Rickenbacker. They asked if a permit was required to move dirt. Joe told them a permit was required for building, but not for moving dirt.
- There was some question regarding property north of Duvall Road being in the JEDD. It is part of the future JEDD. After checking with the prosecutor, he learned that houses can be built on these properties. A landowner must apply to be in the JEDD.
- Unlimited Concrete Solutions has submitted a conditional use application as a contractor’s yard. A hearing date has been set for February 16. There was discussion about the tree area on that property being required by the EPA. Joe is trying to get as much information as possible and the EPA report. Joe also reported that they are parking equipment on site and he told them they can’t leave equipment where it can be seen before they have approval of their application.
- The Dino Martin Hearing is January 12.
ROAD/CEMETERY SUPERINTENDENT:
- The International Snow Plow has an antifreeze leak. Big Sky will be here in the morning to repair it.
- We are keeping the cemetery mowers for another year. Kevin will order filters, etc. for them.
- The Road Mower roof is cracked and has already been patched once. It needs to be replaced. The cost is $716.00. Mr. Peters moved and Mr. Clark seconded and the Trustees approved this purchase.
- The 2003 Chevy bed floor has rusted through. Kevin will take it to OPI for a repair quote.
- Kevin will be off on January 29 and 31. The Trustees approved this time off.
- Scott Pritchard submitted an estimate to replace the four light fixtures (for energy savings) in the cemetery concrete block building for $1050.00. The Trustees do not want to have this done at this time.
- Kevin needs 20 ton of cold patch. Mr. Peters will try to locate some for him.
- Joey Clark is willing to drive the snow plow. He has his CDL permit and will have to be supervised.
RESOLUTION 15-02
A RESOLUTION TO HAVE JOEY CLARK DRIVE THE SNOWPLOW UNDER SUPERVISION FOR $15.00 PER HOUR. Mr. Welsh moved and Mr. Clark seconded and the Trustees voted with three yes votes to approve R15-02.
FIRE CHIEF’S REPORT:
- The Chief handed out his annual report with run totals and other information. (Attached)
- The Chief bought new recliners for the firefighter’s day room.
- The Chief had some architects in to look at the space problem and to offer ideas and suggestions for the living quarters at the fire station.
- The two new firefighters are trying to get their OP&F physicals and stress tests done, but because of the appointment times they can’t meet the January 11 hire date.
RESOLUTION 15-03
A RESOLUTION TO CHANGE THE DATE TO JANUARY 25, 2015 FOR MATTHEW SCHOLL AND TRAVIS BENJAMIN TO BEGIN FULL TIME FIREFIGHTER STATUS. Mr. Clark moved and Mr. Welsh seconded and the Trustees voted with three yes votes to approve R15-03.
OTHER BUSINESS: The Trustees discussed the new Indigent Burial Policy that was adopted at the last meeting. After some discussion it was decided not to post this policy on our website. Each Trustee and the Fiscal Officer have a copy of the policy.
ACTION ON MINUTES:
December 16, 2014 Regular meeting: Mr. Clark moved and Mr. Welsh seconded a motion to approve the minutes of the regular meeting of December 16, 2014 and the Trustees voted with three yes votes. Motion carried.
December 31, 2014 Special meeting. Mr. Clark moved and Mr. Welsh seconded a motion to approve the minutes of the special meeting of December 31, 2014 and the Trustees voted with three yes votes. Motion carried.
FISCAL OFFICER’S REPORT:
RESOLUTION 15-04
A RESOLUTION TO APPROVE AND PAY THE ATTACHED LIST OF BILLS AS THE LAWFUL OBLIGATIONS OF HARRISON TOWNSHIP. Mr. Clark moved and Mr. Welsh seconded and the Trustees voted with three yes votes to approve R15-04.
ADJOURNMENT:
With no further comments and all scheduled matters attended to, Mr. Clark moved and Mr. Welsh seconded the motion to adjourn the January 6, 2015 Board of Trustee Meeting. All were in favor and the meeting was adjourned at 7:55pm.
