January 7, 2014
REGULAR MEETING CALL TO ORDER:
Chairman Keith Peters called the Regular Trustee Meeting of January 7, 2014 to order at 7:00pm. Attending were Trustee Doug Clark, Trustee Paul Welsh, Fiscal Officer MaryAnn Elliott, Fire Chief Eric Edgington, Zoning Inspector Joe DeFelice and Road/Cemetery Superintendent Kevin Hulse. Craig Stevenson from Harral and Stevenson was also present.

Payment to Township Employees eligible for Health Insurance,

Adopt annual internet sale resolution to sell unneeded, Welsh Clark 3 yes votes
obsolete or unfit property by internet auction.
All items will be listed on the Township Website stating
the description of the item, terms and conditions of the
sale and the final date bids will be accepted. All items
will be available for at least ten business days. All bids
will be accepted by the Township Fiscal Officer, PO Box 22,
Ashville, Oh 43103 by the final date and will be opened
at the next regularly scheduled Trustee meeting. All
items listed will be sold “as is”.

HEARING OF VISITORS:
- Craig Stevenson from Harral and Stevenson addressed the issues regarding the Lockbourne Eastern North ditch project from Duvall Road north to the Arledge property. Jayme Fountain, Assistant Prosecutor wants full easements from each of the fifteen property owners, so once she gets the easements drawn up it will be a matter of having each property owner sign and having their signature notarized. Craig would like to see the project started by late March or early April.
- Mr. Peters asked Craig to go to the Arledge property and measure the pipe under the driveway and report back to the Trustees as to whether he finds that driveway causes a problem with water flow.
ZONING INSPECTOR:
- Joe has received an application to add another building from Chris Pence which he showed to the Trustees. The Trustees said he needs to submit a detailed development plan to the zoning appeals board. This application does not have enough information. Mr. Peters suggested that we waive the “Review of Development Plan” fee of $250.00, since he started the application process before the Trustees voted to add this fee.
- The Prosecutor’s office is currently working out an agreement with the Burdaks regarding their zoning violation. They haven’t been able to start on the Bailey zoning violation.
ROAD/CEMETERY SUPERINTENDENT:
- The “Road Closed” Sign on Ashville Pike West has been destroyed by a semi.
- The storm drain in front of Caravan Mobile Home Park is so backed up and full of ice that the ice is pushing out on the road. Mr. Welsh will call them regarding this.
- A culvert on Duvall Road has started to collapse. Kevin had Will from Sam’s Excavating look at it. It’s now been filled in with rock and road patch.
- The clerk asked Kevin to turn in an inventory list for roads and cemetery items by Monday, the 13th.
FIRE CHIEF’S REPORT:
The Fire Chief was called out for a structure fire. The clerk read the Chief’s report.
- Mr. Welsh signed the state grant application.
- The Chief has received five applications for the full time positions and is looking at dates to begin the interviews.

ACTION ON MINUTES:
December 31, 2013 Regular meeting: Mr. Peters moved and Mr. Clark seconded a motion to approve the minutes of the regular meeting of December 31, 2013 and the Trustees voted with three yes votes. Motion carried.
FISCAL OFFICER’S REPORT:
RESOLUTION 14-02
A RESOLUTION TO APPROVE THE PERMANENT APPROPRIATIONS (ATTACHED) FOR 2014. Mr. Clark moved and Mr. Peters seconded and the Trustees voted with three yes votes to approve R14-02.
RESOLUTION 14-03
A RESOLUTION TO APPROVE THE SUPER BLANKET CERTIFICATES FOR 2014. Mr. Clark moved and Mr. Peters seconded and the Trustees voted with three yes votes to approve R14-03. The Trustees signed the Certificates.
RESOLUTION 14-04
A RESOLUTION TO APPROVE AND PAY THE ATTACHED LIST OF BILLS AS THE LAWFUL OBLIGATIONS OF HARRISON TOWNSHIP. Mr. Peters moved and Mr. Clark seconded and the Trustees voted with three yes votes to approve R14-04.
ADJOURNMENT:
With no further comments and all scheduled matters attended to, Mr. Clark moved and Mr. Peters seconded the motion to adjourn the January 7, 2014 Board of Trustee Meeting. All were in favor and the meeting was adjourned at 7:50pm.
