HARRISON TOWNSHIP TRUSTEE MEETING
November 21, 2017
REGULAR MEETING CALL TO ORDER:
Chairman Bill Welsh called the Regular Trustee Meeting of November 21, 2017 to order with a moment of silence in memory of Trustee Doug Clark and the Pledge of Allegiance at 7:00pm at the Harrison Township Building, 2746 Weigand Road, Lockbourne, Ohio. Attending were Trustee Bill Welsh, Trustee Joe DeFelice, Fiscal Officer MaryAnn Elliott, Fire Chief Eric Edgington, Zoning Inspector Dale Hoover and Road/Cemetery Superintendent Kevin Hulse. Residents Jim Baker and Ed Duncan were present to observe the meeting.
HEARING OF VISITORS: None
ZONING INSPECTOR:

- Dale reported that he has issued two permits for a garage and a garage add-on.
- The Appeals Board met and approved the sign for National Lime and Stone.
- A person is needed for the five year term for the Zoning Commission.

ROAD/CEMETERY SUPERINTENDENT:

- Kevin and Joey will go to Bucyrus tomorrow to pick up the new Dump Truck/Snow Plow.
- Kevin reported on the decision his family made regarding health insurance for 2018.

FIRE CHIEF’S REPORT:

- No bids for the 1995 Pierce Fire Engine have been received although the Chief heard from another Chief that they had submitted a bid. The Trustees decided to extend the deadline for bids.

RESOLUTION 17-102
A RESOLUTION TO EXTEND THE DEADLINE FOR RECEIVING BIDS FOR THE 1995 PIERCE FIRE ENGINE TO DECEMBER 5, 2017 AT 7:00PM. Mr. Welsh moved and Mr. DeFelice seconded and the Trustees voted with two yes votes to approve R17-102.

- Ginnie Andrews from Andrews Group Solutions will come to the firehouse to meet with employees and answer questions regarding the Township’s Health, Dental, Vision, Life and Disability Insurance starting January 1, 2018. These meetings have been scheduled December 13th at 7:00am and December 14th at 10:00am.

RESOLUTION 17-103
A RESOLUTION TO ENTER INTO A CONTRACT WITH WALNUT TOWNSHIP, PICKAWAY COUNTY, OHIO TO FURNISH FIRE AND EMERGENCY PROTECTION TO WALNUT TOWNSHIP AND THE INHABITANTS THEREOF FOR THE CALENDAR YEAR 2018. Mr. Welsh moved and Mr. DeFelice seconded and the Trustees voted with two yes votes to approve R17-103.
RESOLUTION 17-104
A RESOLUTION TO ENTER INTO A CONTRACT WITH MADISON TOWNSHIP, PICKAWAY COUNTY, OHIO TO FURNISH FIRE AND EMERGENCY PROTECTION TO WALNUT TOWNSHIP AND THE INHABITANTS THEREOF FOR THE CALENDAR YEAR 2018. Mr. Welsh moved and Mr. DeFelice seconded and the Trustees voted with two yes votes to approve R17-104.

- The Trustee and Fiscal Officers Association Banquet will be held Saturday, December 2, 2017. The Fiscal Officer will RSVP that no one will be attending from Harrison Township and purchase a $25.00 gift card from Bob Evans Restaurant from Harrison Township.

RESOLUTION 17-105
A RESOLUTION TO WAIVE ALL BURIAL FEES FOR TRUSTEE DOUG CLARK’S FUNERAL. Mr. DeFelice moved and Mr. Welsh seconded and the Trustees voted with two yes votes to approve R17-105.
ACTION ON MINUTES:
November 6, 2017 Regular Meeting: Mr. DeFelice moved and Mr. Welsh seconded a motion to approve the minutes of the regular meeting of November 6, 2017 and the Trustees voted with two yes votes to approve the motion.
FISCAL OFFICER’S REPORT:
RESOLUTION 17-106
A RESOLUTION TO APPROVE AND PAY THE ATTACHED LIST OF BILLS AS THE LAWFUL OBLIGATIONS OF HARRISON TOWNSHIP. Mr. Welsh moved and Mr. DeFelice seconded and the Trustees voted with two yes votes to approve R17-106.
At 7:29pm Mr. Welsh made a motion to go into executive session to discuss a personnel matter. John Elliott was invited to be present for the executive session. Mr. DeFelice seconded the motion and the Trustees voted: Mr. Welsh, yes; Mr. DeFelice, yes.
At 7:42pm Mr. DeFelice made a motion to leave executive session. Mr. Welsh seconded the motion and the Trustees voted: Mr. Welsh, yes; Mr. DeFelice, yes.
ADJOURNMENT:
With no further comments and all scheduled matters attended to, Mr. DeFelice moved and Mr. Welsh seconded the motion to adjourn the November 21, 2017 Board of Trustee Meeting. All were in favor and the meeting was adjourned at 7:45pm.
