Meeting Minutes
October 14, 2013
The Harrison Township Zoning Commission October meeting was called to order by chairperson Kelly Spriggs at 8:00 p.m. Present were Kelly Spriggs, Dorothy Green, James Wells, Trevor Younkin, Ronde Cook-Brushart, Joe DeFelice, and Robin Welsh.
Minutes from the July 8, 2013 minutes were read. Dorothy moved that the minutes be approved. Trevor seconded the motion. Motion passed
Old Business
Milinda Groves parcel rezoning at 9480 Picway Road was approved by the trustees per the Zoning Commissions recommendations.
Joe DeFelice reported the trustees passed a resolution to have the prosecutor’s office handle the case against the Burdaks at 12465 Bulen Pierce Road. A letter went out on September 16th from the prosecutors office. The residents have 30 days to comply. Joe will follow-up with the prosecutor’s office after October 16, 2013.
Joe reported a new violation reported at the home of Danny & Theresa Bailey at 10925 Lockbourne-Eastern Road. It is a violation of Section 26.05 – yard requirements. The neighbor has complained of the junk and trash in the yard. The first notice was sent to the residence on July 31, 2013 and second notice was sent on September 3, 2013 with a copy sent to the prosecutor’s office. The required thirty days had not passed since the notice was sent at the last trustee meeting that is required before they can pass a resolution to ask the prosecutor’s office to step in.
Joe reported a notice has been sent to Barbara Younkin for violation of signage per article XXIX at 11015 U.S. 23 for the auction house business.
New Business
Kelly Spriggs conveyed the need to add an ordinance regarding vacant and abandoned buildings. Ronde Cook-Brushart asked for clarification. Kelly stated there is no mention of how to handle buildings that are vacant or abandoned in any of the current township ordinances. Ronde suggested the commission define what constitutes an abandoned or vacant building. Kelly shared her research so far has not been helpful. Most of what she has found is for an urban not rural area. She will check with the county for the wording of their ordinance to use as a guideline to create an ordinance for Harrison Township.
Ronde shard her entire farmstead has been approved to be listed on the Ohio Historical Society register.
Dorothy shared she will be retiring from the commission. This is her last meeting. Kelly thanked her for her service. Joe asked for recommendations for her replacement. Dorothy suggested Buck Spangler.
Trevor asked for clarification for the number of campers and mobile homes permitted at Greenlawn business at the corner of Duvall Road and 23. Kelly stated it was 35 and they were permitted to be parked in the back of the property. Trevor shared this business would lose eight feet of frontage as the new road is completed.
Kelly asked the commission to consider nominations for the new chair for 2013.
Dorothy made a motion to adjourn.
Trevor seconded the motion.
Motion passed.
The next meeting will be on January 13, 2013 at 8:00 p.m.
