Meeting Minutes
July 9, 2012

The Harrison Twp. Zoning Commission July meeting was called to order by Chair Kelly Spriggs at 
8:00 P.M.  Present were Barbara Younkin, Dorothy Green, Kelly Spriggs, Joe DeFelice, and Carol Balthaser. 

Minutes from the April 9, 2012 meeting were read.  Dorothy moved to approve the minutes as read.  Barbara seconded the motion.  Motion passed.

OLD BUSINESS

Joe stated that two (2) notices were sent regarding clean-up of the Timmons property on State Route 23.  The first notice was not acted upon in the thirty (30) day window and thus a second notice was required.  Joe was contacted to view the property while the equipment was there for the clean-up.  He suggested that the timbers be pushed into the basement and that was done.  At this time Joe stated that there are no regulations for abandoned or destroyed buildings in the zoning resolutions.  He asked the Zoning Board to consider whether regulations needed to be added for that purpose.  For example, the City of Circleville requires that the building be taken down to the ground.  He also stated that in his tenure over the last twelve (12) to thirteen (13) years as Zoning Inspector this is his first encounter regarding an abandoned or destroyed building.

Dorothy told the Board that she had called Steve Patton of Midwest Commodities to discuss some maintenance issues at the Pandora Grain site.  An agreement was reached to have Jack Green cut the grass at the three houses on the property.  The area behind the buildings has also been blacktopped to reduce the dust and dirt that is generated.  Currently, due to the dry conditions, the dust and dirt are starting to build up again.

There is still a vacancy on the Zoning Commission.

NEW BUSINESS

Kelly asked Joe about the signs that are behind the List property on State Route 23 as they are in bad condition.  Joe replied that those signs are in the Village of South Bloomfield, and the area is zoned commercial.

Connector road construction is scheduled to begin the first part of September, but Dorothy told the members that ODOT may start the last of July or the first part of August.  Currently the farm house to the west of Bulen Pierce Road is still occupied and that is holding up initial construction.

Barbara moved to adjourn.  Dorothy seconded the motion.  All in favor—motion passed.

Next meeting will be October 8, 2012 at 8:00 P.M.
