HARRISON TOWNSHIP TRUSTEE MEETING

December 16, 2020

 

 

REGULAR MEETING CALL TO ORDER:

Chairman Bill Welsh called the Regular Trustee Meeting of December 16, 2020 to order with the Pledge of Allegiance at 8:00am at the Harrison Township Building, 2746 Weigand Road, Lockbourne, Ohio.  Attending were Trustee Bill Welsh, Trustee Joseph DeFelice, Trustee Michael Freeman, Fiscal Officer Lindsay Mayse, Fire Chief Chad Noggle, Zoning Inspector Ben Bitler, Cemetery Sexton/Superintendent Darryl Ward and Road Superintendent Jared Conner. Visitors present were John Ankrom, Lisa Darnell, Kevin Pees and Karoline Pees.

 

HEARING OF VISITORS:  

  1. John Ankrom was present to speak about his role to oversee the building process of the new firehouse addition.
  2. Lisa Darnell was present to report that she would like Vance’s Trucking to plant additional trees along the property line between her property and their business.
  3. Kevin Pees and daughter Karoline Pees were present for observation of the Township meeting because Karoline Pees is a senior in highschool that is applying for the Ohio Township Association scholarship.

 

RESOLUTION 20-126

A RESOLUTION TO ACCEPT HAVING JOHN ANKROM OVERSEE THE FIRE HOUSE ADDITION THROUGH OCTOBER 1, 2021.  Mr. DeFelice moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R20-126.

 

ZONING INSPECTOR:

 

RESOLUTION 20-127

A RESOLUTION TO APPOINT CHAD TIMONS TO THE ZONING APPEALS BOARD FOR THE 2021 THROUGH 2026 TERM.  Mr. DeFelice moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R20-127.

 

ROAD SUPERINTENDENT: None

 

RESOLUTION 20-128

A RESOLUTION TO APPROVE THE SUPPLEMENTAL APPROPRIATION OF $7500.00 FROM THE ROADS FUND TO THE ROADS SALARIES ACCOUNT TO COVER THE ROADS SALARIES FOR THE REMAINDER OF 2020. Mr. DeFelice moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R20-128.

 

 

CEMETERY SEXTON/SUPERINTENDENT: None

 

FIRE CHIEF:

  1. Chief Noggle reported that Lacey Perigo is off with a potential knee injury from a house fire.
  2. Chief Noggle reported that the next meeting with Jay-Car is December 23rd to approve the floor plan presented on December 10th.
  3. Chief Noggle reported that he spoke with Newcomer about replacing the sidewalk. Dr. Freeman moved and Mr. DeFelice seconded to approve contacting Kevin to let Newcomer come to take up and replace the sidewalk to bring it up to code. The Trustees voted with three affirmative votes to approve the motion.

 

 

 

 

RESOLUTION 20-129

A RESOLUTION TO ENTER INTO A CONTRACT WITH WALNUT TOWNSHIP, PICKAWAY COUNTY, OHIO TO FURNISH FIRE AND EMERGENCY PROTECTION TO WALNUT TOWNSHIP AND THE INHABITANTS THEREOF FOR THE CALENDAR YEAR 2021.  Mr. Welsh moved, Mr. DeFelice seconded and the Trustees voted with three affirmative votes to approve R20-129.

 

RESOLUTION 20-130

A RESOLUTION TO ENTER INTO A CONTRACT WITH MADISON TOWNSHIP, PICKAWAY COUNTY, OHIO TO FURNISH FIRE AND EMERGENCY PROTECTION TO MADISON TOWNSHIP AND THE INHABITANTS THEREOF FOR THE CALENDAR YEAR 2021.  Mr. Welsh moved, Mr. DeFelice seconded and the Trustees voted with three affirmative votes to approve R20-130.

 

RESOLUTION 20-131

A RESOLUTION TO EXTEND THE CONTRACT THROUGH JANUARY 6, 2021 FOR JACKSON TOWNSHIP UNTIL CHIEF NOGGLE AND TRUSTEE MICHAEL FREEMAN CAN SPEAK WITH JACKSON TRUSTEES AND CAN PROVIDE MORE INFORMATION REGARDING A FUTURE CONTRACT.  Mr. Welsh moved, Mr. DeFelice seconded and the Trustees voted with three affirmative votes to approve R20-131.

 

OTHER BUSINESS:

 

RESOLUTION 20-132

A RESOLUTION TO ALLOW FEDERAL FUNDS TO BE ACCEPTED IF TORNADO SIREN GETS DAMAGED ASIDE FROM HARRISON TOWNSHIP’S INSURANCE COVERAGE.  Mr. DeFelice moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R20-132.

 

RESOLUTION 20-133

A RESOLUTION TO APPROVE THE SUPPLEMENTAL APPROPRIATION OF $16,992.78 FROM THE CORONAVIRUS RELIEF FUND TO THE CORONAVIRUS SALARIES ACCOUNT AND A PURCHASE ORDER TO MATCH TO COVER THE SALARIES AND TIME APPROVED FOR FIREFIGHTERS THAT WERE OFF DUE TO COVID. Dr, Freeman moved, Mr. DeFelice seconded and the Trustees voted with three affirmative votes to approve R20-133.

 

RESOLUTION 20-134

A RESOLUTION TO APPROVE CHIEF NOGGLE TO USE HIS VACATION DAYS BY JANUARY 31 AND ONLY CARRY OVER 80 VACATION HOURS INTO 2021. Mr. Welsh moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R20-134.

 

ACTION ON MINUTES:

November 18, 2020 Regular Meeting: Mr. DeFelice moved and Mr. Welsh seconded a motion to approve the minutes of the regular meeting of November 18, 2020 and the Trustees voted with two affirmative votes to approve the motion.

December 2, 2020 Regular Meeting: Dr. Freeman moved and Mr. Welsh seconded a motion to approve the minutes of the regular meeting of December 2, 2020 and the Trustees voted with two affirmative votes to approve the motion.

 

FISCAL OFFICER’S REPORT:

 

RESOLUTION 20-135

A RESOLUTION TO APPROVE AND PAY THE ATTACHED LIST OF BILLS AS THE LAWFUL OBLIGATIONS OF HARRISON TOWNSHIP.  Mr. DeFelice moved, Dr. Freeman seconded and the Trustees voted with two affirmative votes to approve R20-135.

 

ADJOURNMENT:

With no further comments and all scheduled matters attended to, Dr. Freeman moved and Mr. DeFelice seconded the motion to adjourn the December 16, 2020 Board of Trustee Meeting.  All were in favor and the meeting adjourned at 10:44am.
