Plan Review
Plan review is required for all structures being constructed within the jurisdictional boundaries of the Harrison Township Fire Department with the exception of single-family residential homes being constructed without a fire suppression system. Single family homes that are being constructed with a fire suppression system are required to submit plans of the system to be installed. No other portion of the construction plans will be reviewed by the Fire Code Official for these type of reviews.

What will a Fire Code Official check plans for?
The Fire Code Official assigned to your project reviews your plans for several aspects that pertain to fire safety, detection, alerting systems and fire service features. Below is a general list of what the Fire Code Official will be looking for. This list is not all encompassing and non-binding.
Building plans are large documents, even for a small project. Inherently, things get missed. The Harrison Township Fire Department Fire Prevention Bureau has developed a guide that addresses commonly missed fire code requirements during plan development and review. This document is provided to architects, engineers or any other stakeholder in your project so you can verify the code requirements before submitting your plans. The more complete and code compliant your plans are the first time they are submitted, the faster they will be review and the likelihood of the Fire Code Official requiring a revision will be diminished. Plan Submissions
The Harrison Township Fire Department requires a minimum of 2 sets of plans to be submitted for review. 1 copy being digital, submitted via email or a USB drive and 1 copy being a 1:1 paper copy of the plans. Plans can be submitted in person at the station or delivered using the courier of your choosing to: 3625 State Route 752, Ashville, Ohio 43103. The submitter assumes all costs associated with providing the required plans.
Plan Review Fees
Harrison Township Fire Department Standard Operating Procedure 600.02, as adopted and approved by the Harrison Township Board of Trustees, establishes the fees for the review and commentary of plans provided to the Fire Department.
2026 Plan Review Rate: $130.00 per hour, minimum of 1 hour billed.
2026 Racking Plan Review Rate: $130.00 per hour, minimum 1 hour billed.
2026 Subdivision and Apartment Complex Review Rate: $650.00 plus the number of planned lots (or units) times $11.00
Example: A subdivision planned to have 110 lots at completion will be charged a review fee of:
$650.00+(110x$11) or $650.00+$1,210.00 = $1,860.00
A review of planned subdivisions and apartment complexes is required to evaluate fire hydrant and fire apparatus access requirements as addressed by the Ohio Fire Code. A subdivision or apartment complex review does not evaluate building construction plans.
Fire Alarm and Suppression Systems

Fees associated for a planned fire suppression system and fire alarm system does not include any fees assessed for acceptance testing that is required before a Certificate of Occupancy is granted and is in addition to the hourly review fee for plan review.
Plan review of fire suppression systems in all Occupancy Groups except Group H has a base fee of $250.00 plus the square footage of the building (or modification area) times $0.04.
Plan review of fire suppression systems in Group H Occupancies has a base fee of $250.00 plus the square footage of the building (or modification area) times $0.06.
Repairs and routine maintenance to an existing system is exempt from plan review and the assessment of fees.
