HARRISON TOWNSHIP TRUSTEE MEETING
December 2, 2020
REGULAR MEETING CALL TO ORDER:
Chairman Bill Welsh called the Regular Trustee Meeting of December 2, 2020 to order with the Pledge of Allegiance at 8:00am at the Harrison Township Building, 2746 Weigand Road, Lockbourne, Ohio. Attending were Trustee Bill Welsh, Trustee Michael Freeman, Fiscal Officer Lindsay Mayse, Fire Chief Chad Noggle, Cemetery Sexton/Superintendent Darryl Ward and Road Superintendent Jared Conner. Trustee Joseph DeFelice and Zoning Inspector Ben Bitler were absent. Visitor present was John Ankrom.
HEARING OF VISITORS:
- John Ankrom was present to speak about the firehouse addition and the next steps in moving forward and how he could assist in the process.
- John Ankrom reported that the firehouse addition committee met to select the builder/design team.
RESOLUTION 20-120
A RESOLUTION TO ACCEPT THE RECOMMENDATION FROM THE COMMITTEE HIRE JAYCAR CONSTRUCTION COMPANY AS THE BUILDER OF THE FIREHOUSE ADDITION. ELFORD IS THE SECOND CHOICE WITH ROBERTSON CONSTRUCTION BEING THIRD. Mr. Welsh moved, Dr. Freeman seconded and the Trustees voted with two affirmative votes to approve R20-120.
ZONING INSPECTOR:
- Welsh read the zoning report provided by Ben.
- The report stated that the conditional use application for the storage units on Weigand road was denied by the Zoning Appeals Board on the November 18th, 2020 meeting.
- The report stated that Ben received a complaint about the excessive truck parking in the lot behind the Vance Truck Shop from a neighbor.
- The report stated that Ben has turned all 2020 zoning permits into the county.
ROAD SUPERINTENDENT: None
CEMETERY SEXTON/SUPERINTENDENT: None
FIRE CHIEF:
- Chief Noggle reported that Tyler Albaugh would like a leave of absence until March 1, 2021 to finish Medic School. Dr. Freeman moved and Mr. Welsh seconded to approve the unpaid leave of Tyler Albaugh to March 1, 2021 to finish Paramedic School. The Trustees voted with two affirmative votes to approve the motion.
- Chief Noggle reported that we have received CARES ACT funds from Madison($41,629.58) and Walnut Township($106,413.55).
OTHER BUSINESS:
RESOLUTION 20-121
A RESOLUTION TO KEEP MARYANN ELLIOTT AS THE HARRISON TOWNSHIP ASSISTANT TO THE FISCAL OFFICER FROM JANUARY 1, 2021 THROUGH DECEMBER 31, 2021 AT A MONTHLY SALARY OF $800.00. Mr. Welsh moved, Dr. Freeman seconded and the Trustees voted with two affirmative votes to approve R20-121.
RESOLUTION 20-122
A RESOLUTION TO APPROVE THE SUPPLEMENTAL APPROPRIATION OF $41,629.58 FROM THE CORONAVIRUS RELIEF FUND TO THE CORONAVIRUS MACHINE, EQUIPMENT AND FURNITURE ACCOUNT AND A PURCHASE ORDER FOR THE SAME. Dr. Freeman moved, Mr. Welsh seconded and the Trustees voted with two affirmative votes to approve R20-122.
RESOLUTION 20-123
A RESOLUTION TO APPROVE THE SUPPLEMENTAL APPROPRIATION OF $106,413.55 FROM THE CORONAVIRUS RELIEF FUND TO THE CORONAVIRUS MACHINE, EQUIPMENT AND FURNITURE ACCOUNT AND A PURCHASE ORDER FOR THE SAME. Dr. Freeman moved, Mr. Welsh seconded and the Trustees voted with two affirmative votes to approve R20-123.
RESOLUTION 20-124
A RESOLUTION TO APPROVE THE SUPPLEMENTAL APPROPRIATION OF $19,252.21 FROM THE CORONAVIRUS RELIEF FUND TO THE CORONAVIRUS MACHINE, EQUIPMENT AND FURNITURE ACCOUNT AND A PURCHASE ORDER FOR THE SAME. Dr. Freeman moved, Mr. Welsh seconded and the Trustees voted with two affirmative votes to approve R20-124.

FISCAL OFFICER’S REPORT:
RESOLUTION 20-125
A RESOLUTION TO APPROVE AND PAY THE ATTACHED LIST OF BILLS AS THE LAWFUL OBLIGATIONS OF HARRISON TOWNSHIP. Mr. Welsh moved, Dr. Freeman seconded and the Trustees voted with two affirmative votes to approve R20-125.
ADJOURNMENT:
With no further comments and all scheduled matters attended to, Dr. Freeman moved and Mr. Welsh seconded the motion to adjourn the December 2, 2020 Board of Trustee Meeting. All were in favor and the meeting adjourned at 9:46am.
