January 13, 2021
REGULAR MEETING CALL TO ORDER:
Chairman Bill Welsh called the Regular Trustee Meeting of January 13, 2021 to order with the Pledge of Allegiance at 8:00am at the Harrison Township Building, 2746 Weigand Road, Lockbourne, Ohio. Attending were Trustee Joe DeFelice, Trustee Mike Freeman, Trustee Bill Welsh, Assistant Fiscal Officer MaryAnn Elliott, Fire Chief Chad Noggle, Cemetery Sexton/Superintendent Darryl Ward and Road Superintendent Jared Conner. Fiscal Officer Lindsay Mayse and Zoning Inspector Ben Bitler were absent. Firefighters Zack Hall and Robert Wall were present.
RESOLUTION 21-01 ORGANIZATIONAL MATTERS FOR 2021:

Approve the reimbursement of up to $40.00 per month

Approve the reimbursement of up to $30.00 per month for

No person aged 65 years or older will be eligible for the
Township Medical Insurance, but may enroll self, spouse DeFelice Welsh 3 yes
and qualifying children in the vision and dental plans and
pay 10% of the cost of those plans. (Allow dependent to
continue for up to six months after employee turns 65.)
No reimbursement payment will be made to those not DeFelice Welsh 3 yes
enrolled in the Township Medical plan.
Elected/Appointed officials and Full-Time employees
Younger than 65 years of age may enroll in the Medical,
Dental and Vision Insurance Plans and may enroll spouses
and qualifying children. The official/employee will pay DeFelice Welsh 3 yes
10% of the cost of this insurance plus all costs over the
maximum annual amount of $30,000.00 per employee
(or employee and family.)
The official’s/employee’s portion of the insurance will be Welsh DeFelice 3 yes
withheld pre-tax” as per the IRS cafeteria plan, section 125.
Life insurance in the amount of $50,000.00 will be provided
to elected/appointed officials and full-time employees and Welsh DeFelice 3 yes
paid by the Township. This insurance amount is reduced at
ages 65, 70 & 75.
Disability Insurance will be provided to each Full-Time Welsh DeFelice 3 yes
Employee and paid by the Township.
All insurance benefits will be provided upon
appointment/hiring and will take effect on the Welsh DeFelice 3 yes
thirty-first (31) day of employment.
Authorize participation in the State of Ohio Welsh DeFelice 3 yes
Cooperative Purchasing Program
Adopt annual internet sale resolution to sell unneeded,
obsolete or unfit property by internet auction.
All items will be listed on the Township Website stating
the description of the item, terms and conditions of the DeFelice Welsh 3 yes
sale and the final date bids will be accepted. All items
will be available for at least ten business days. All bids
will be accepted by the Township Fiscal Officer, PO Box 22,
Ashville, Oh 43103 by the final date and will be opened
at the next regularly scheduled Trustee meeting. All
items listed will be sold “as is”

Cemetery Lot and opening/closing fees will be waived for any Harrison Township resident who is serving as active duty military, firefighter, or law enforcement when killed in the line of duty. This waiver will also apply to a non-resident firefighter when killed in the line of duty while working for Harrison Township Fire Department.

RESOLUTION 21-02
A RESOLUTION TO APPOINT TRUSTEE JOE DEFELICE AS THE CHAIRMAN OF THE TRUSTEE BOARD FOR 2021. Mr. Welsh moved, Mr. DeFelice seconded and the Trustees voted with three affirmative votes to approve R21-02.
RESOLUTION 21-03
A RESOLUTION TO APPOINT TRUSTEE MIKE FREEMAN AS THE VICE-CHAIRMAN OF THE TRUSTEE BOARD FOR 2021. Mr. Welsh moved, Mr. DeFelice seconded and the Trustees voted with three affirmative votes to approve R21-03.
HEARING OF VISITORS:
- Firefighters Hall and Wall stated they were present to observe the meeting.
ZONING INSPECTOR:
- DeFelice reported that Ben was working on the removal of the signs on 23 near Renick’s.
- He also stated that Ben is checking with other townships as to the requirements of their zoning resolutions regarding trees, etc. used for screening of properties.
ROAD SUPERINTENDENT:
- Jared reported that the county will no longer provide weight reduction signs or approve the weight reductions on roads. The Trustees can approve these reductions and purchase signs for this use. DeFelice said he will check with the Engineer’s office regarding this change.
- Jared also asked about the need for trimming trees that are overhanging Bulen Pierce Road. The Trustees stated that the tree is the property owners responsibility, but asked Jared to get an estimate from William’s Tree Service for trimming the trees in question.
CEMETERY SEXTON/SUPERVISOR:
- Darryl asked about using the metal from the old HTFD building to build a cover for the dirt pile at the cemetery. The Trustees agreed that would be a great way to clean up the site.
- Darryl discussed trading in the old John Deere tractor and the old back hoe and purchasing a new tractor. No decision was made at this time.
- It will cost $1500.00 to repair and reinforce the dumping mechanism on the dump truck. DeFelice made a motion to approve this repair, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve the motion.
FIRE:
- Ian Sheets submitted his resignation as a part-time firefighter as of December 19, 2020. Welsh made a motion to accept his resignation, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve the motion.
- The Chief has a meeting on January 13 with Communication, IT, Door Security and the builder of the Fire Station remodel.
- The Chief asked about using a new employment application and was directed to have it approved by our HR representative with Clemans and Nelson.
- The Trustees agreed to allow applicants that are within thirty days of their final medic testing to apply for the full-time position with the understanding that they must have their certified medic card before they can be hired as a full-time firefighter.
- There was much discussion regarding the 2021 fire contract with Jackson Township. They have offered to renew the contract at $60,000. for 2021 with an increase of $1500. per year for the following four years. The Chief and the Trustees believe this does not cover our cost to provide service to them.
RESOLUTION 21-04
A RESOLUTION TO OFFER FIRE AND EMS SERVICE TO JACKSON TOWNSHIP FOR THE YEAR 2021 FOR $70,000.00. THIS CONTRACT WILL END ON DECEMBER 31, 2021 AND MUST BE RENEWED ANNUALLY. Mr. Welsh moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R21-04.
RESOLUTION 21-05
A RESOLUTION TO TERMINATE FIRE AND EMS SERVICE WITH JACKSON TOWNSHIP AS OF FEBRUARY 3, 2021 IF A SIGNED CONTRACT IS NOT RECEIVED BY 8AM ON FEBRUARY 3, 2021. Mr. Welsh moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R21-05.
OTHER BUSINESS:
- The Trustees discussed sick time for Jared Conner for the five days that he was told to stay home from work to quarantine for possible COVID-19 exposure.
RESOLUTION 21-06
A RESOLUTION TO PAY JARED CONNER FIVE DAYS OF SALARY FOR THE DAYS REQUIRED TO STAY HOME FOR COVID-19 QUARANTINE AND NOT CHARGE THESE DAYS AS SICK TIME. Mr. Welsh moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R21-06.
ACTION ON MINUTES: There were no minutes to approve.

A RESOLUTION TO APPROVE AND SIGN THE 2021 PURCHASE ORDERS. Dr. Freeman moved, Mr. Welsh seconded and the Trustees voted with three affirmative votes to approve R21-07.
RESOLUTION 21-08
A RESOLUTION TO APPROVE AND PAY THE ATTACHED LIST OF BILLS AS THE LAWFUL OBLIGATIONS OF HARRISON TOWNSHIP. Mr. Welsh moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R21-08.

With no further comments and all scheduled matters attended to, Dr. Freeman moved and Mr. Welsh seconded the motion to adjourn the January 13, 2021 Board of Trustees Meeting. All were in favor and the meeting adjourned at 10:10am.
