HARRISON TOWNSHIP TRUSTEE MEETING

January 20, 2021

 

 

REGULAR MEETING CALL TO ORDER:

Chairman Joe DeFelice called the Regular Trustee Meeting of January 20, 2021 to order with the Pledge of Allegiance at 8:00am at the Harrison Township Building, 2746 Weigand Road, Lockbourne, Ohio.  Attending were Trustee Joe DeFelice, Trustee Mike Freeman, Trustee Bill Welsh, Assistant Fiscal Officer MaryAnn Elliott, Fire Chief Chad Noggle, Cemetery Sexton/Superintendent Darryl Ward and Road Superintendent Jared Conner.  Fiscal Officer Lindsay Mayse and Zoning Inspector Ben Bitler were absent.  Firefighter  Robert Wall was present.

 

 

HEARING OF VISITORS:

  1. Firefighter Wall stated he was present to observe the meeting.

 

 

ZONING INSPECTOR:

  1. The Trustees discussed the flower business operated from a home on Miller Road that needs to have a business license or home occupation use permit. The Fire Chief stated that they have to have a fire inspection if they are having customers inside their home.
  2. The property on north State Route 762 that has the perpetual yard sale now also has over a cord of wood piled in the driveway.

 

 

ROAD SUPERINTENDENT:

  1. Jared reported that William’s Tree Service estimated that it will be $3000.00 to trim the overhanging trees on Bulen Pierce from Weigand Road to SR 762. The Trustees stated that since this is the responsibility of each property owner they would not use Township funds to pay for this.
  2. DeFelice has the paperwork for the Countywide Resurfacing Project and will determine which roads need to be repaired.
  3. The Trustees asked Jared to order signs for reduced weight limits on Bulen Pierce Road from SR 762 to Shepherd Road and for Miller Road.

 

RESOLUTION 21-09

A RESOLUTION TO SEEK APPROVAL FROM THE COUNTY COMMISSIONERS FOR REDUCED WEIGHT LIMIT SIGNS THROUGH APRIL 15, 2021 ON BULEN PIERCE FROM SR 762 TO SHEPHERD ROAD AND MILLER ROAD.  Mr. DeFelice moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R21-09.

 

 

CEMETERY SEXTON/SUPERVISOR:

  1. Darryl presented an estimate for a 2021 Case 95A Tractor with loader to be used on the roads and cemetery. The retail price is $71,771.00, but with the state bid price and trade-ins for the old John Deere Tractor and the old Case back hoe, the final price is $32,859.50.

 

RESOLUTION 21-10

A RESOLUTION TO APPROVE A SUPPLEMENTAL APPROPRIATION FROM THE ROADS FUND TO THE ROADS MACHINERY, EQUIPMENT AND FURNITURE ACCOUNT FOR $20,000. TO PURCHASE A TRACTOR AND A PURCHASE ORDER FOR THE SAME.  Dr. Freeman moved, Mr. Welsh seconded and the Trustees voted with three affirmative votes to approve R21-10.

 

 

RESOLUTION 21-11

A RESOLUTION TO APPROVE A SUPPLEMENTAL APPROPRIATION FROM THE CEMETERY FUND TO THE CEMETERY MACHINERY, EQUIPMENT AND FURNITURE ACCOUNT FOR $12,859.50 TO PURCHASE A TRACTOR AND A PURCHASE ORDER FOR THE SAME.  Dr. Freeman moved, Mr. Welsh seconded and the Trustees voted with three affirmative votes to approve R21-11.

 

RESOLUTION 21-12

A RESOLUTION TO APPROVE THE PURCHASE OF A CASE FARMALL 95A TRACTOR WITH LOADER FOR $32,859.50 FROM EVOLUTION AG.  Dr. Freeman moved, Mr. Welsh seconded and the Trustees voted with three affirmative votes to approve R21-12.

 

 

FIRE:

  1. The Chief stated that he has received twelve applications for the Full-Time Firefighter position. He will present a list of candidates to the Trustees and will ask for approval to keep the list of the top-rated applicants for one year to fill any subsequent openings.
  2. The Trustees discussed the sidewalk that needs to be replaced at the fire station. DeFelice will ask them to wait to replace it in the fall after the construction is done. 
  3. The Chief presented ORC documentation showing that Firefighters who transfer in from another Ohio Township are to be given vacation credit. He proposed adjusting Lacey Perigo’s vacation leave.

 

RESOLUTION 21-13

A RESOLUTION TO ADJUST LACEY PERIGO’S VACATION LEAVE BY ADDING 120 HOURS TO HIS CURRENT LEAVE BALANCE AND INCREASING HIS EARNED VACATION LEAVE TO 14 HOURS PER PAY PERIOD.  Mr. Welsh moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R21-13.

 

RESOLUTION 21-14

A RESOLUTION TO RESCIND RESOLUTION 21-04 TO OFFER FIRE AND EMS SERVICE TO JACKSON TOWNSHIP FOR THE YEAR 2021 FOR $70,000.00.  THIS CONTRACT WILL END ON DECEMBER 31, 2021 AND MUST BE RENEWED ANNUALLY.  Mr. Welsh moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R21-14.

 

RESOLUTION 21-15

A RESOLUTION TO OFFER FIRE AND EMS SERVICE TO JACKSON TOWNSHIP FOR THE YEAR 2021 FOR $60,000.00.  THIS CONTRACT WILL END ON DECEMBER 31, 2021 AND MUST BE RENEWED ANNUALLY.  Mr. Welsh moved, Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R21-15.

 

 

OTHER BUSINESS:

  1. The Trustees will conduct the Fire Chief’s job review and contract at the February 17th

 

 

ACTION ON MINUTES:

January 13, 2021 Regular Meeting:  Dr. Freeman moved and Mr. Welsh seconded a motion to approve the minutes of the regular meeting of January 13, 2021 and the Trustees voted with three affirmative votes to approve the motion.

 

 

 

FISCAL OFFICER’S REPORT:

 

RESOLUTION 21-16

A RESOLUTION TO APPROVE AND PAY THE ATTACHED LIST OF BILLS AS THE LAWFUL OBLIGATIONS OF HARRISON TOWNSHIP.  Dr. Freeman moved, Mr. Welsh seconded and the Trustees voted with three affirmative votes to approve R21-16.

 

ADJOURNMENT:

With no further comments and all scheduled matters attended to, Mr. DeFelice moved and Mr. Welsh seconded the motion to adjourn the January 20, 2021 Board of Trustees Meeting.  All were in favor and the meeting adjourned at 9:42am.
