HARRISON TOWNSHIP TRUSTEE MEETING

January 8, 2019

REGULAR MEETING CALL TO ORDER:

Chairman Joe DeFelice called the Regular Trustee Meeting of January 8, 2019 to order with the Pledge of Allegiance at 7:00pm at the Harrison Township Building, 2746 Weigand Road, Lockbourne, Ohio.  Attending were Trustee Joe DeFelice, Trustee Mike Freeman, Trustee Bill Welsh, Fiscal Officer MaryAnn Elliott, Fire Chief Chad Noggle, Zoning Inspector Dale Hoover and Road/Cemetery Employee Darryl Ward.  Firefighters Shawn Davidson, Jeremiah Withers, Travis Baisden, Brian Kirkpatrick and residents Lindsay Mayse and Andrew and Lois Starcher were also present.

Younger than 65 years of age may enroll in the Medical,

will pay 10% of the cost of this insurance plus all costs

over the maximum annual amount of $30,000.00 per

All items will be listed on the Township Website stating

sale and the final date bids will be accepted.  All items

will be available for at least ten business days.  All bids

will be accepted by the Township Fiscal Officer, PO Box 22,

Ashville, Oh 43103 by the final date and will be opened

at the next regularly scheduled Trustee meeting.  All

Cemetery Lot and opening/closing fees will be waived for any Harrison Township resident who is serving as active duty military, firefighter, or law enforcement when killed in the line of duty.  This waiver will also apply to a non-resident firefighter when killed in the line of duty while working for Harrison Township Fire Department.

APPOINTMENT OF CHAIRMAN & VICE-CHAIRMAN FOR 2019:

 RESOLUTION 19-02

A RESOLUTION TO APPOINT TRUSTEE MICHAEL FREEMAN AS THE CHAIRMAN OF THE TRUSTEE BOARD FOR 2019.  Mr. Welsh moved and Mr. DeFelice seconded and the Trustees voted with three affirmative votes to approve R19-02.

RESOLUTION 19-03

A RESOLUTION TO APPOINT TRUSTEE BILL WELSH AS THE VICE-CHAIRMAN OF THE TRUSTEE BOARD FOR 2019.  Mr. DeFelice moved and Dr. Freeman seconded and the Trustees voted with three affirmative votes to approve R19-03.

HEARING OF VISITORS: 

      1. Andrew Starcher said he drove over a pot-hole on Duvall Road between Ashville Pike and Lockbourne Eastern Road in December and it damaged the rims on his car.  He had pictures of the pot-hole and receipts and asked the Trustees to pay for his repairs.  Dr. Freeman asked him to come to the next meeting, so the Trustees could each go to the site, discuss the issue and make a decision.
      2. The Firefighters were present to observe the meeting.

 ZONING INSPECTOR: 

      1. Nothing to report.  The Appeals Board has a hearing scheduled Monday, January 14th for Greenlawn.

ROAD/CEMETERY SUPERINTENDENT:

      1. Kevin requested to use his Martin Luther King Holiday on January 11, 2019.  Mr. DeFelice moved and Dr. Freeman seconded the motion and the Trustees voted with three affirmative votes to approve.
      2. Kevin told Mr. DeFelice he was unaware that he would lose accrued vacation at the end of the year.  It is stated in the Employee handbook and each payroll notice shows the accrued and used vacation, so Mr. Welsh moved and Mr. DeFelice seconded a motion that the handbook be adhered to and all vacation hours over the forty hours carry-over permitted will be forfeited.  The Trustees voted with three affirmative votes to approve the motion.
      3. Darryl had three estimates for installing a garage door and the Trustees chose to have D&K Overhead Doors install one door with side-mount opener and remote for $520.00.  Mr. Welsh moved and Mr. DeFelice seconded and the Trustees voted with three affirmative votes to approve the motion. 
      4. Darryl listed some long range goals for needed equipment for roads and cemetery.
      5. The backhoe forks broke.  A new set of forks is $162.34.  Mr. DeFelice moved to buy a set of forks for the backhoe not to exceed $200.00.  Mr. Welsh seconded and the Trustees voted with three yes votes.
      6. Darryl made a sign to post in several areas stating that shepherd hooks are not allowed in the cemetery.  Mr. DeFelice moved to approve these signs and Mr. Welsh seconded.  The Trustees voted with three affirmative votes to approve the motion.
      7. Darryl had an estimate for a 16x16x10 Vertical Roof Carport for $2345.00.  Mr. DeFelice wants to check additional places to compare prices for Carports.
      8. The catch basin at the corner of Hoover and Saint Paul Road can be replaced for approximately $2500. or repaired by Digger McCray for $1000.00.  Mr. DeFelice approved the repair for $1000.00.  Mr. Welsh seconded the motion and the Trustees voted with three affirmative votes to approve the motion.
      9. Digger McCray will take out the catch basin at Hoover and SR 752 and fill it with rock for $400.00.  Mr. DeFelice moved to approve removing this catch basin and fill the area with rock for $400.00 and Mr. Welsh seconded the motion.  The Trustees voted with three affirmative votes to approve the motion.
      10. Darryl asked about a new roof for the road mower for $941.70.  The Trustees said they would discuss this after getting a shelter to park the mower.
      11. Dr. Freeman made a motion to keep all of the inventory for roads and cemetery in the computer at the cemetery where it can be updated as needed.  Mr. Welsh seconded the motion and the Trustees voted with three affirmative votes to approve the motion.
      12. Mr. DeFelice had a list of road repairs to submit for estimates to the County Engineer’s Resurfacing program. 

FIRE CHIEF’S REPORT:

      1. The department is receiving applications for full-time and part-time firefighters.  The deadline for all applications is January 11, 2019.
      2. Matt Scholl has resigned as a full-time firefighter and would like to remain a reserve firefighter.  Mr. Welsh moved to retain Matt Scholl as a reserve firefighter and Dr. Freeman seconded the motion.  The Trustees voted with three affirmative votes to approve the motion.
      3. Mr. DeFelice will attend the Safety Council Meeting with the Chief in March.
      4. All-Do-Weld has asked for their final check.  Mr. DeFelice will meet with them at the Fire Station.

OTHER BUSINESS:

      1. The Fiscal Officer reminded the Trustees that they need to take the Sunshine Law Class this year.
      2. Darryl Ward asked if he could have John Horsley train him how to sell the cemetery lots.  The Trustees approved this and Dr. Freeman will speak to John.

RESOLUTION 19-04

A RESOLUTION TO HIRE LINDSAY MAYSE AS THE ASSISTANT FISCAL OFFICER FOR $20.00 PER HOUR UP TO 60 HOURS PER MONTH FOR A TERM STARTING JANUARY 8, 2019 THROUGH DECEMBER 31, 2019.  Dr. Freeman moved and Mr. DeFelice seconded and the Trustees voted with three yes votes to approve R19-04.

ACTION ON MINUTES:

December 18, 2018 Regular Meeting:  Mr. DeFelice moved and Mr. Welsh seconded a motion to approve the minutes of the regular meeting of December 18, 2018 and the Trustees voted with three affirmative votes to approve the motion. 

December 27, 2018 Special Meeting:  Mr. DeFelice moved and Mr. Welsh seconded a motion to approve the minutes of the special meeting of December 27, 2018 and the Trustees voted with three affirmative votes to approve the motion.

 December 31, 2018 Special Meeting:  Mr. DeFelice moved and Mr. Welsh seconded a motion to approve the minutes of the special meeting of December 31, 2018 and the Trustees voted with three affirmative votes to approve the motion.

FISCAL OFFICER’S REPORT:

RESOLUTION 19-05

A RESOLUTION TO APPROVE AND PAY THE ATTACHED LIST OF BILLS AS THE LAWFUL OBLIGATIONS OF HARRISON TOWNSHIP.  Mr. Welsh moved and Mr. DeFelice seconded and the Trustees voted with three affirmative votes to approve R19-05.

ADJOURNMENT:

With no further comments and all scheduled matters attended to, Mr. DeFelice moved and Mr. Welsh seconded the motion to adjourn the January 8, 2019 Board of Trustee Meeting.  All were in favor and the meeting adjourned at 9:00pm.
